CAP is a collaboration of the West Philadelphia Partnership, The Delaware Valley Reinvestment Fund and CoreStates Bank. It is designed to foster a comprehensive approach to the needs of the 4,500+ residents of Census Tract # 105. Areas to be addressed include: housing, safety, educational, entrepreneurial, and training opportunities, and other community services. This collaboration, whose target area covers the southern boundaries of 40th to 50th and Market Street, and north to Girard Avenue, is a part of the Philadelphia Plan. CAP's efforts are undertaken in an attempt to supplement, not replace, efforts made by the West Philadelphia Empowerment Zone.
